Preamble

The leaders of the Associated Students of Washington State University Global (ASWSUG) represent the unique and diverse population of students seeking a higher education at a distance through Washington State University. ASWSUG seeks to promote the well-being of students by respecting the integrity, dignity, and value of individuals, with the acknowledgment of differences. ASWSUG provides services and activities to the student body while maintaining a professional environment. Allegiance to these ideas requires those in positions of leadership within ASWSUG to refrain from and discourage behavior that threatens the freedom and respect every individual deserves.

 

Article I – System of Bylaws

100.00 Purposes

100.01 The ASWSUG Bylaws shall have the following purposes:

  1. To implement the ASWSUG Constitution
  2. To specify the policies and operating procedures of ASWSUG not otherwise enumerated in the ASWSUG Constitution.
  3. To specify the powers functions, duties, and responsibilities of all ASWSUG officials not otherwise enumerated by the ASWSUG Constitution.
  4. To serve as the organizational manual for ASWSUG

101.00 Bylaw Authority

101.01 No part of these Bylaws may supersede any part of the ASWSUG Constitution.

101.02 If any part of these Bylaws is found to be in conflict with the ASWSUG Constitution, the pertinent Bylaws shall be suspended until such time as that part is amended in such a fashion that it is no longer in conflict with the ASWSUG Constitution.

101.03 None of these Bylaws contained herein may act in an ex post facto manner.

102.00 Bylaw Compliance

102.01 All members of the ASWSUG must comply with the Bylaws, unless such compliance is in direct conflict with the ASWSUG Constitution, the rules and regulations of Washington State University, or City, County, State, or Federal laws.

102.02 Willful, negligent, and/or deliberate disregard of these Bylaws may be adjudicated by an ASWSUG Judicial Committee, in accordance with Article VI of the ASWSUG Bylaws.

102.03 ASWSUG Bylaws are to be in compliance with the ASWSUG Constitution, the rules and regulations of Washington State University, and City, County, State or Federal laws.

103.00 Bylaw Form

103.01 The ASWSUG Bylaws shall be divided into titles dealing with related subjects. Each title shall be divided into numerical chapters.

103.02 Each chapter may be subdivided by means of a decimal arrangement such as the following: 100.00, 100.01, 101.00, etc. Each of these sections may, in turn, be subdivided by the use of capital letters in alphabetical order, numbers, and lower-case letters respectively.    

104.00 Bylaw Amendment

104.01 The ASWSUG Bylaws may be amended as provided in the ASWSUG Constitution. The Bylaws may be amended and/or enacted by a vote that receives a two-thirds (2/3) vote of the seated membership of the Senate.

104.02 The ASWSUG Senate Chair shall be responsible for ensuring that the standards, format, and consistency of these Bylaws are maintained.

104.03 All Bylaw drafts must be voted on by ASWSUG Senate. The Senate approved changes will be sent to the Judicial Board for approval. The Judicial Board will have five (5) school days to review the revisions before the Senate may officially post them. Large amendments of multiple sections will need to be drafted by a committee.

104.04 A section of Bylaws may be suspended temporarily by a three-quarter-plus-one (3/4 plus 1) vote of the total membership of Senate.

 

Article II – Code of Ethics

200.00 Mission and Goals

200.01 All members of ASWSUG who assume leadership roles, including Senators, Executive Officers, and ASWSUG Committee members shall uphold the following mission and goals of ASWSUG:

  1. To place the interests of the membership of ASWSUG above personal goals and values and to clearly distinguish between statements which represent personal views and views of ASWSUG.
  2. To recognize that ASWSUG is organized in accordance with the Associated Students of Washington State University guidelines, and to obey all lawful authorities, including the Articles of Incorporation, State of Washington Administrative Codes, and S&A Fee Guidelines.
  3. To read and seek to understand the ASWSUG Constitution and Bylaws before accepting a position of responsibility and to act in accordance with the spirit and intent of those documents.
  4. To acknowledge and make public any involvements which may cause a potential conflict of interest with ASWSUG.
  5. To seek to involve all members of ASWSUG in activities and services.
  6. To work to uphold a positive image of ASWSUG.
  7. To recognize that student leaders serve as role models, and to refrain from conduct that involves dishonesty, fraud, deceit, misrepresentation, discrimination, and other forms of conduct prohibited by the WSU Conduct Code.
  8. To not misuse the tangible and intangible resources of ASWSUG for personal gain.
  9. To follow the approved policies for bringing about change as stated in the ASWSUG Constitution and Bylaws.

200.02 Abide by the Honor Statement:

“Cougs act with integrity, respect, and dignity. In order to uphold the honor of our University, we are steadfast in our commitment to academic excellence and honesty. As members of the Cougar Community, we strive to incorporate these values into our daily lives.”

201.00 Guidelines

201.01 All members of ASWSUG who assume leadership roles, including Senators, Executive Officers, Judicial Committee Members, the Election Committee, ASWSUG Committee members, and Administrative Committee Appointees shall abide by the following guidelines regarding treatment of colleagues:

  1. Demonstrate professional courtesy, emphasizing respect for others and their opinions.
  2. Explore just methods of resolving conflict.
  3. Communicate openly and honestly in carrying out ASWSUG responsibilities.
  4. Recognize a fair decision-making process, which acknowledges and respects both majority and minority voices.
  5. Delegate responsibility with the expectation that those duties will be fulfilled reflecting personal methods and styles.
  6. Support each individual's endeavors to fulfill the duties of their position.
  7. Objectively evaluate the opinions and actions of others.
  8. Not engage in nor tolerate language or actions which may discriminate against or devalue any protected class, individual student, group of students, or student organization.

201.02 All members of ASWSUG who assume leadership roles, including Senators, Executive Officers, Judicial Committee Members, the Election Committee, ASWSUG Committee members, and Administrative Committee Appointees shall abide by the following guidelines regarding obligations to the students of WSU:

  1. Be attentive and receptive to the diverse views and needs of the constituency.
  2. Actively promote open, two-way communication between the ASWSUG leadership and the students served.
  3. Use ASWSUG powers and resources to advance the interests of the students of WSU Global.
  4. View Senate role as more than a representation of student views by striving to serve as a strong advocate for students, providing leadership in times of controversy, and ensuring that all viewpoints, however controversial, are recognized.
  5. Seek out relevant facts and opinions before decisions are made, so as to foster a fair and objective decision-making process throughout ASWSUG.

201.03 All members of ASWSUG who assume leadership roles, including Senators, Executive Officers, Judicial Committee Members, the Election Committee, ASWSUG Committee members, and Administrative Committee Appointees understand that they will be expected to:

  1. Continue personal development as a student leader by acquiring new knowledge, improving skills, sharing ideas and information, and participating in the meetings and affairs of ASWSUG.
  2. Encourage and facilitate the leadership development of students.
  3. Stress ethical standards in any orientation session, retreat, and meetings.
  4. Not use position to benefit personal friends and colleagues unfairly.
    1. Members of ASWSUG will be able to advocate on behalf of particular students during an appointment hearing or campaign so long as they differentiate their own view from that of ASWSUG.
    2. All members of ASWSUG are expected to recuse themselves in decision-making processes where they have a conflict of interest.
  5. Respect meritocracy in all ASWSUG activities, emphasizing the good of the institution over personal preference.

202.00 Violations

202.01 Violations of this Code of Ethics may be adjudicated by an ASWSUG Judicial Committee, in accordance with Title V of the ASWSUG Bylaws.

 

Article III – The Legislative Branch

300.00 ASWSUG Senate Composition

300.01 The ASWSUG Senate shall be composed of no less than five (5) and no more than eight (8) Senators to represent the interests and needs of the ASWSUG membership.

301.00 ASWSUG Chair

301.01 The ASWSUG Vice President shall also act as the Chair of the ASWSUG Senate as provided in the ASWSUG Constitution.

302.00 Standing Responsibilities of the Senate

302.01 The ASWSUG Senate shall have the following specific standing responsibilities as referenced in:

  1. ASWSUG Constitution
  2. ASWSUG Bylaws
  3. ASWSUG Student Leader Handbook

303.00 ASWSUG Senate Voting Procedures

303.01 All votes on bills, resolutions, confirmations, and matters requiring a vote shall be consistent with the Open Public Meetings Act.

303.02 Proxy voting by absent Senators shall not be allowed.

303.03 The Judicial Committee may adjudicate any controversy arising out of a Senator’s conflict of interest, in accordance with Article VI of the ASWSUG Bylaws.

303.04 Senators shall be limited to two (2) minutes of discourse, on any subject, during meetings. This limitation is conditional upon formal request to the Chair to set it aside at the beginning of the meeting.

304.00 ASWSUG Senate Bills

304.01 Bills are draft documents proposing legislative action to the Senate for approval.

304.02 Bills shall be sponsored by two (2) or more Senators or by the ASWSUG Vice President in conjunction with one (1) or more senators.

304.03 Presentation of Bills to the Senate shall be consistent with the Open Public Meetings Act.

304.04 Bills shall be passed by a simple majority vote of the seated Senate.

304.05 If a Bill is passed by the Senate, within four school days, the ASWSUG President shall take one of the following actions:

  1. Sign the Bill, in which case, it shall take immediate effect.
  2. Not the sign the Bill, in which case it shall take effect five school days after its passage by the Senate.
  3. Veto the Bill by posting such action on the ASWSUG website, followed by a formal letter in writing to both the ASWSUG Senate Chair and Senate within five (5) school days.

304.06 A vetoed Bill shall be automatically returned to the Senate at the next regularly scheduled meeting. A vetoed Bill shall require a two-thirds (2/3) vote of the seated membership of the Senate to override the veto and take effect.

304.07 The ASWSUG Secretary shall make knowledge of all actions by the ASWSUG Senate available to the general membership through the ASWSUG website.

304.08 Final copies of Bills shall carry the following:

  1. The date of approval by the Senate
  2. The signature of the officer presiding at the approval
  3. The dated signature of the ASWSUG President, if signed into effect.

305.00 ASWSUG Senate Resolutions

305.01 Resolutions are documents approved by the Senate that formally state the policy, opinion, will, or intent of ASWSUG.

305.02 Resolutions shall be sponsored by two or more Senators or by the ASWSUG Vice President in conjunction with one (1) or more Senator.

305.03 Resolutions shall be open for debate upon presentation to the Senate.

305.04 Resolutions shall take effect immediately upon their approval by a simple majority of the Senate.

305.05 Final copies of Senate Resolutions shall carry the following

  1. The date of approval by the Senate
  2. The signature of the officer presiding at its approval.

306.00 Duties of the ASWSUG Senators

306.01 All ASWSUG Senators shall fulfill the responsibilities as outlined in their position agreement. Duties [and expectations] include but are not limited to:

  1. Participating in the annual ASWSUG Leadership Retreat, regularly attending all ASWSUG Senate and committee meetings, attending and/or chairing assigned ASWSUG events, and completing participation hours.
  2. Maintain a cumulative GPA of 2.5 or above and other student requirements as stated in the ASWSUG Constitution.

306.02 Expectations of Attendance:

  1. The ASWSUG President shall establish a calendar of meetings within the first week of taking office to be presented to the Senate for approval. If a Senator cannot attend a particular meeting, it is the Senator’s responsibility to inform the ASWSUG Chair and Advisor.
  2. The ASWSUG Senate event calendar will be determined at the annual ASWSUG Leadership Retreat, from which Senators will be assigned their event attendance schedule for the year.
  3. Any Senator who misses three (3) scheduled ASWSUG Senate meetings or assigned events will forfeit the position of Senator. In the next scheduled Senate meeting, the removed Senator may petition to be re-seated by approval of the Senate by a simple majority vote. If the Senator is not reinstated in this meeting, a replacement Senator will be sought.

306.03 Senators shall hold office from the date of the Pullman spring commencement ceremony to the date of commencement the following year.

306.04 Failure to comply with duties and responsibilities as defined by the ASWSUG Constitution, Bylaws, job description, and tasks assigned by ASWSUG President and Chair of the ASWSUG Senate may result in suspension with a loss of compensation for that pay period or forfeiting of Senate position. Exact definitions and rules will be determined by the ASWSUG President, ASWSUG Vice President, and the ASWSUG Senate each year. The disciplinary chain will be as follows:

  1. A written warning will be issued by the ASWSUG President.
  2. A week’s suspension and loss of pay for that week, or other benefits as decided by President and Vice President. 
    1. The loss in pay will be initially discussed with the Senator in question in a meeting with the ASWSUG Advisor, ASWSUG President, ASWSUG Vice President.
    2. The Senator can appeal the decision with the Chief Justice.
    3. The Senate will know that there was an issue with an unnamed Senator and their participation and that action has been taken.
  3. Removal of a Senator will be brought up in the next Senate meeting.

 

Article IV – The Executive Branch

400.00 ASWSUG President

400.01 The ASWSUG President shall carry out the policy of ASWSUG, as set in the ASWSUG Constitution and Bylaws and Senate action.

400.02 The ASWSUG President shall oversee all ASWSUG programs and activities subject to the direction of the ASWSUG Senate.

400.03 In addition to the powers and duties provided in the ASWSUG Constitution, the ASWSUG President shall have responsibilities, including:

  1. To coordinate efforts concerning the representation of student needs at Global, Pullman, and the branch campuses.
  2. To represent ASWSUG at meetings and to the media as required.
  3. To represent ASWSUG on the Washington State University Student Government Council (WSUSGC).

400.04 The ASWSUG President shall appoint students to University-wide committees upon request of the WSU Global Campus administration.

400.05 The ASWSUG President shall appoint the following as directed by the ASWSUG Constitution and Bylaws:

  1. ASWSUG Committee Chairs
  2. ASWSUG Judicial Committee Members
  3. ASWSUG Election Committee Members
  4. ASWSUG S&A Fees Committee
  5. ASWSUG Program Managers
  6. ASWSUG Executive Cabinet to include:
    1. ASWSUG Secretary
    2. ASWSUG Treasurer
    3. ASWSUG Director of Legislative Affairs

400.06 The ASWSUG President shall hold office from the date of the WSU Pullman spring commencement to the date of the commencement the following year.

400.07 The ASWSUG President shall post and maintain at least ten (10) office hours per week throughout the entire term of office, to include summer session, but excluding holidays and school breaks (intersession, Thanksgiving, winter, and spring). These may be a combination of hours available by appointment and hours the President will be in a meeting for drop-ins.

400.08 The ASWSUG President will provide an official report at every Senate meeting.

400.09 The ASWSUG President will maintain a GPA of 3.0 or above and other student requirements as stated in the ASWSUG Constitution.

400.10 Failure to comply with duties and responsibilities as defined by ASWSUG Constitution, Bylaws, and job description may result in loss of compensation for the pay period or forfeiting of Senate position. See 306.04 for more details.

401.00 ASWSUG Vice President

401.01 The ASWSUG Vice President shall also serve as Senate Chair as provided in the ASWSUG Constitution.

401.02 The ASWSUG Vice President shall assume all powers and duties of the ASWSUG President in the event that the President is absent or unable to perform the obligations associated with the office.

401.03 The Vice President shall carry out other duties as directed by the ASWSUG President, ASWSUG Constitution, Bylaws, and Senate policy.

401.04 The ASWSUG Vice President shall hold office from the date of the WSU Pullman spring commencement to the date of commencement of the following year.

401.05 The ASWSUG Vice President shall post and maintain at least ten (10) office hours per week throughout the entire term of office, to include summer session, but excluding holidays and school breaks (intersession, Thanksgiving, winter, and spring). These may be a combination of hours available by appointment and hours the Vice President will be in a meeting for drop-ins.

401.06 The ASWSUG Vice President will maintain a GPA of 3.0 or above and other student requirements as stated in the ASWSUG Constitution.

401.07 Failure to comply with duties and responsibilities as defined by ASWSUG Constitution, Bylaws, job description, and tasks assigned by ASWSUG President may result in loss of compensation for the pay period or forfeiting of Senate position. See 306.04 for more details.

402.00 ASWSUG Secretary

402.01 The ASWSUG Secretary will be a Senator selected by the ASWSUG President.

402.02 The ASWSUG Secretary shall make knowledge of all actions by the ASWSUG Senate available to the general membership by sending documents to the ASWSUG President and the Vice President, who will share them through the ASWSUG website.

402.03 The ASWSUG Secretary shall maintain a separate voting record showing the date, the motion, those in attendance, and their vote.

402.04 The ASWSUG Secretary shall maintain meeting minutes for all scheduled Senate meeting and distribute to the Senate Chair within one (1) week after the meeting.

402.05 The ASWSUG Secretary will maintain a GPA of 3.0 or above and other student requirements as stated in the ASWSUG Constitution.

402.06 Failure to comply with duties and responsibilities as defined by ASWSUG Constitution, Bylaws, job description, and tasks assigned by ASWSUG President may result in loss of compensation for the pay period or forfeiting of Senate position. See 306.04 for more details.

403.00 ASWSUG Treasurer

403.01 The ASWSUG Treasurer will be a Senator selected by the ASWSUG President.

403.02 The ASWSUG Treasurer shall maintain a record of all ASWSUG expenditures, using S&A Fees accounting practices and guidelines.

403.03 The ASWSUG Treasurer shall provide an official report every Senate meeting and prepare other reports as required.

403.04 The ASWSUG Treasurer shall prepare the annual ASWSUG budget proposal for recommendation to the Senate before presenting it to the S&A Fees Committee.

403.05 The ASWSUG Treasurer will maintain a GPA of 3.0 or above and other student requirements as stated in the ASWSUG Constitution.

403.06 Failure to comply with duties and responsibilities as defined by ASWSUG Constitution, Bylaws, job description, and tasks assigned by ASWSUG President may result in loss of compensation for the pay period or forfeiting of Senate position. See 306.04 for more details.

404.00 ASWSUG Director of Legislative Affairs

404.01 The ASWSUG Director of Legislative Affairs will be an S&A fee-paying student selected by the ASWSUG President.

404.02 The ASWSUG Director of Legislative Affairs serves as the association’s lobbyist in Olympia during legislative season.

404.03 The ASWSUG Director of Legislative Affairs shall file all necessary lobbyist paperwork with the Public Disclosure Commission, pursuant to Washington State law.

404.04 The ASWSUG Director of Legislative Affairs shall establish and maintain relationships with elected officials and other government officials as to allow for the proper articulation of the association’s legislative messages.

404.05 The ASWSUG Director of Legislative Affairs shall provide regular reports to the ASWSUG President, Vice President, and Senate throughout his/her term in office, through weekly reports during the legislative season and official reports at every Senate meeting.

404.06 The ASWSUG Director of Legislative Affairs shall represent and vote on behalf of ASWSUG at all Washington Student Lobby State Board of Directors meetings.

404.07 The ASWSUG Director of Legislative Affairs shall submit a proposed legislative agenda to the ASWSUG President, Vice President, and Senate.

404.08 The ASWSUG Director of Legislative Affairs shall complete other duties related to legislative affairs and/or as assigned by the ASWSUG President.

404.09 The ASWSUG Director of Legislative Affairs will maintain a GPA of 2.5 or above and other student requirements as stated in the ASWSUG Constitution.

404.11 The ASWSUG Director of Legislative Affairs is expected to attend SGC and regular student Senate meetings. Senator rules apply for attendance.

404.10 Failure to comply with duties and responsibilities as defined by ASWSUG Constitution, Bylaws, job description, and tasks assigned by ASWSUG President may result in loss of compensation for the pay period or forfeiting of Director of Legislative Affairs position. See 306.04 for more details.

 

Article V – General Committee Guidelines

500.00 Types of Committee

500.01 The types of ASWSUG committees that are affected by these guidelines include:

  1. Senate Committees are:
    1. Lead and operated by ASWSUG Senators.
    2. This includes temporary Senate Committees, such as the Bylaw revision committee.
  2. Standing Committees are:
    1. Appointed by Senate.
    2. Governed by the Bylaws but operated within their own committee.
  3. ASWSUG Sponsored Committee- Voted in by the ASWSUG Senate, ran independently with guidance and oversight by the Senate. Funding approved by Senate and S&A fee committee.

500.02 Regular Senate Committees and Standing Committees must be added to the ASWSUG Bylaws in their own articles. Temporary committees and ASWSUG sponsored committees do not need their own individual articles; they will just need to follow their general rules any other documents outlined for them by ASWSUG Senate or WSU.

501.00 Committee Chairs

501.01 All committee chairs must meet the following requirements:

  1. Be currently enrolled with WSU’s Global Campus for at least three (3) credits during each semester of the regular academic year.
  2. Maintain a GPA of 2.5.

501.02 All committee chairs shall be elected from the committee membership

  1. Final committee chair appointments shall be made by the ASWSUG President
  2. The ASWSUG Senate shall confirm all ASWSUG committee chair appointments

501.03 All committee chairs shall submit budget requests to the ASWSUG Senate for approval.

502.00 Committee Membership

502.01 Any WSU student seeking, regardless of age, gender, religion, disability, race, marital status, creed, sexual orientation, or veteran status, a degree coordinated by WSU Global Campus is eligible to be a member of an ASWSUG committee.

503.00 Committee Programming Requirements

503.01 All ASWSUG committees shall strive to provide programming as required by their stated purpose.

503.02 All committees will meet at least once a month. These meetings may be a simple check-in.

  1. These meetings will not conflict with the schedules of any other Senate or Senate Committee meeting.
  2. Attendance requirements will be outlined in their own articles.
    1. ASWSUG Sponsored committees will determine their own attendance policy.

503.03 All committees will provide a report to Senate on a monthly basis.

504.00 Dissolving a Committee

504.01 The Senate may vote to dissolve a committee with a two-thirds (2/3) majority vote. Reasons to dissolve a committee include:

  1. Inactivity.
  2. Misrepresentation of WSU, ASWSUG, or ASWSUG Senate.
  3. Deviating from committee proposal plan and purpose.

 

Article VI - Judicial Committee

600.00 Committee Structure and Responsibilities

600.01 A Judicial Committee shall be appointed as provided by the ASWSUG Constitution.

  1. The judicial power of ASWSUG shall be vested in the ASWSUG Judicial Committee, which shall be composed of three (3) Justices.
    1. Should the number of Justices drop below three (3), they will notify the ASWSUG Senate immediately, so the Senate can look for a replacement.
  2. Justices shall be appointed by the ASWSUG President with the majority consent of the Senate.
    1. Applications for the open positions will be posted on CougSync, for any S&A Fee paying student to apply.
  3. The Chair of the Judicial Committee shall be the Chief Justice.

600.02 Academic Requirements

  1. A Judicial Committee must be members of ASWSUG, must be enrolled with WSU Global Campus for at least three (3) credits every semester except the summer semester
  2. Maintain a cumulative GPA of 2.5 or above and other student requirements as stated in the ASWSUG Constitution.

600.03 Members of the ASWSUG Judicial Committee shall hold no other elected or appointed positions within the ASWSUG.

600.04 Members of the ASWSUG Judicial Committee shall/may serve from the date of their appointment until the termination of their enrollment in WSU Global Campus, not including summer semesters.

600.05 The ASWSUG Judicial Committee shall not act without a quorum of three (3) members.

  1. If the quorum cannot be formed, a Pullman Justice will be requested to serve as an adjunct.
  2. If a Pullman Justice is unable or unwilling to step in, the other campuses will be asked for a fill in.

600.06 The Judicial Committee shall interpret the ASWSUG Constitution and Bylaws and shall have and execute the power to act on all cases and controversies arising under the ASWSUG Constitutions and Bylaws.

600.07 No Executive Branch act or omission shall contravene with any expressed Judicial Committee ruling.

600.08 The Judicial Committee shall have the following specific powers and duties:

  1. To act within ten (10) school days of the formal filing of a complaint with the Chief Justice. Ten (10) school days shall commence upon receipt of hard copy or electronic copy with read receipt at the WSU Global Campus office in Pullman, WA.
  2. To validate or invalidate any ASWSUG election upon receipt of an official complaint by the ASWSUG Election Committee, a two-thirds (2/3) majority vote of the seated Senate, or a petition signed by fifteen percent (15%) of the ASWSUG membership, consistent with the ASWSUG Bylaws.
  3. To establish ASWSUG Judicial Committee procedures and guidelines by a majority vote.
  4. Meetings minutes must be posted on the ASWSUG website and CougSync. Meeting minutes will also be submitted to the President and Vice President of ASWSUG Senate.
  5. Recordings must be provided upon request.

600.09 The Chief Justice of the ASWSU Judicial Committee shall have and execute the following duties:

  1. Call and preside over sessions of the ASWSUG Judicial Committee
  2. Notify all Justices and parties, in writing, of the date, time, means of communication of hearings, and the charges of the complaint(s) at least ten (10) days before the scheduled hearing.
  3. Notify all parties, in writing, of the charges within five (5) school days of receiving a complaint.
  4. Make written copies of all ASWSUG Judicial Committee decisions available to the ASWSUG President, Senate Chair, and the parties involved within ten (10) days of the hearing.
  5. Choose a Judicial Committee Pro-Tempore out of the remaining Judicial Committee.
  6. Notify Senate of all open positions immediately.

600.10 A Member of the ASWSUG Judicial Committee may be removed from the Judicial Committee.

  1. With their advisor (the Associate Director for Leadership Programs at WSU Pullman), the remaining Judicial members will ask the Judicial member in question to step down.
  2. If they cannot come to a decision, they may bring the matter to Senate in new business at the next Senate meeting. It will be decided by two-thirds (2/3) majority vote of the seated ASWSUG Senate.

600.11 Members of the Judicial Committee shall have monthly check-in meetings. The purpose of these meetings shall be:

  1. To make sure all members are still present and participating.
  2. To make sure all members are familiar with the current Bylaws and Constitution.

601.00 Petitions

601.01 All petitions or issues, brought up by S&A fee paying Global Campus students, for consideration shall be presented to the Chief Justice, who shall bring the issue before the entire committee for a determination of merit.

601.02 Petition forms shall be available on CougSync.

601.03 Completed petitions shall include the name, address, e-mail address, and telephone number of the petitioner(s), and the specific constitutional provision allegedly involved.

602.00 Hearing Procedures

602.01 The Judicial Committee shall determine whether a valid constitutional issue is in question. Should it be determined that there is a valid question, the Judicial Committee shall hold a hearing within twenty (20) school days of a filed complaint and can request written and verbal information it deems appropriate to resolve the issue.

603.00 Decision Notification

603.01 Opinions of the Judicial Committee shall be issued within ten (10) school days of the hearing date and made available by the Chief Justice, or the Chief Justice’s designated officer, to the ASWSUG President.

603.02 All decisions shall be posted on the ASWSUG website and be made available for the next regularly scheduled meeting of the Senate.

603.03 Dissenting opinions, if any, shall accompany the majority decision.

 

Article VII – Budget and Funding Codes

700.00 Budget Responsibilities

700.01 Every governing and operating body, recognized committee and club shall present detailed budgets with written justification to the ASWSUG Treasurer for consideration during budget hearings.

700.02 All committees must serve to meet the agreements reached with the Senate during budget hearings (i.e., service to ASWSUG, etc.).

701.00 Budget Guidelines

701.01 State funds shall be used in compliance with existing laws and policies.

701.02 A committee is an arm of ASWSUG that:

  1. Is controlled and funded by the Senate.
  2. Supports the philosophical goals of ASWSUG.

701.03 A recognized student organization is an individual, internal, autonomous group with its purposes and viewpoints, and is not affiliated with ASWSUG.

701.04 Committee and funding guidelines shall be adhered to.

701.05 There will be a yearly review of the budget guidelines by the Senate under the leadership of the ASWSUG Treasurer.

701.06 Any request for funding by groups other than committees first should be organized into specific categories of ASWSUG, and into a particular committee if feasible.

701.07 All ASWSUG-related student travel must be authorized by the ASWSUG Advisor and arrangements made through the WSU Global business office.

701.08 Individuals who attend a conference with ASWSUG funds will report to the Senate on what was gained at the conference.

701.09 Conferences regarding specific committees shall be budgeted to that committee’s travel budget. Other conference travel for multi-committee purposes shall be budgeted in General Overhead. The same accountability standards, such as reports, exist for all conference travel.

701.10 The standard University mileage allotment will be reimbursed for mileage on private cars.

701.11 ASWSUG will fund only legitimate travel that serves the entirety of ASWSUG.

701.12 The property of the state will remain the property of the state.

 

Article VIII – Services and Activities (S&A) Fee Committee

800.00 Purpose and Responsibilities

800.01 This S&A Fee committee shall have initial responsibility for proposing program priorities and budget level for that proportion of program budgets that are derived from S&A fees. It reviews and discusses the merits of financial requests and then develops a budget, or allocation plan, that divides the estimated revenue among the various groups including:

  1. ASWSUG
  2. ASWSUG Senate
  3. Established student services and programs
  4. Other appropriate non-academic student service related requests

800.02 Propose allocation of S&A fees to the University President and Board of Regents, in spring annually. The date of the allocation proposal shall be provided by the S&A Oversight Committee.

  1. The S&A Fee Committee may propose supplemental allocations or reductions of allocation later in the year as needed. The change should not exceed five percent (5%) of the total amount of S&A fees.

800.03 The S&A Feed Committee shall invite representatives from programs that benefit students to present a budget request for the upcoming academic year.

  1. The Committee will announce the call for S&A Requests on the ASWSUG website and Global newsletter.
  2. Fund requests will be presented to the Committee, per application requirements.
  3. Review and discuss all S&A funding requests.

801.00 Guidelines

801.01 The S&A Fee Committee must follow the WSU S&A Fee Committee Guidelines

  1. The S&A fee rates must be approved by the Board of Regents.
  2. The S&A Fee Committee will use the S&A fee revenue data provided by the WSU Budget Office to determine proper budget allocations.
  3. All S&A Fee Committee members will disclose any conflicts of interest and/or committee affiliations with groups or individuals applying for S&A fees.
  4. The proposed budget should include a formal recommendation regarding the use of carry-forward funds and unspent allocations from previous programs.
  5. All committee meetings shall be held in a manner that provides public access

801.02 Quorum will require all student members to be present.

801.03 Members will seek advice and report to the Director of Administrative Services.

802.00 Members

802.01 The S&A Fee Committee shall be comprised of primarily students with several administrators and a faculty member.

802.02 S&A Fee Committee Student Members must be ASWSUG S&A fee paying students.

802.03 Student members must be enrolled in at least three (3) credits every semester, except summer, through the Global Campus.

802.04 Student members must maintain a cumulative GPA of 2.5 or above and other student requirements as stated in the ASWSUG Constitution.

802.05 Student members shall be selected no later than the first month of fall semester.

  1. Interested parties shall apply through CougSync.
  2. The ASWSUG President shall review applicants and present top choices to the ASWSUG Senate.
  3. The ASWSUG Senate decides on members through a two-thirds (2/3) majority vote for each applicant.
  4. The Chair is selected by the S&A Fee committee, after they are elected, and announced at the following Senate meeting.

802.06 ASWSUG S&A Fee Committee members shall serve from the date of their appointment until the end of the academic year.

802.07 If the Committee falls below four (4) members they must notify the Director of Administrative Services and President of ASWSUG Senate immediately.

  1. Upon notification, the President will open up the application for another member for 30 days. Then procedures from 802.05 will be followed.

803.00 Meetings

803.01 Committee meetings shall be held on a monthly basis starting no later than the month of September.

803.02 Deliberation and allocation of S&A Fees are typically completed in March.

803.03 The Committee shall maintain reports and recording of meetings.

  1. Meeting reports shall be written and posted to CougSync.
  2. Monthly reports shall be provided to the ASWSUG Senate.

 

Article IX – Election Codes

900.00 Election Code Authority and Amendment

900.01 ASWSUG Election Codes shall govern all ASWSUG elections, primary, general, and special, as called for by the ASWSUG Constitution and mandates from the Senate.

900.02 Day to day authority and control of all ASWSUG elections shall be delegated by the Senate and invested in the ASWSUG Election Committee.

901.00 Election Committee

901.01 The Election Committee members shall all be members of ASWSUG and be enrolled with WSU Global Campus for at least three (3) credits every semester of the regular academic year. The Election Committee members shall not be returning to an elected or appointed position in ASWSUG.

901.02 The Election Committee, composed of two (2) or more members, shall be appointed by the ASWSUG President during the fall semester to serve the current academic year. The Election Committee appointees must be approved by an affirmative vote of a simple majority of the Senate.

901.03 The Election Committee members shall serve for one academic year but may be appointed to successive terms.

901.04 The Election Committee members shall not run for any elected ASWSUG office. If an Election Committee wishes to run for office, they must resign from the Election Committee five (5) school days before the beginning of the filing period.

901.05 The Election Committee members shall not actively support, promote, or campaign for or against any candidate or ballot issue to be decided by an ASWSUG election. To do so is grounds for dismissal from the Committee. Committee members may vote in the election.

902.00 Election Committee Authorities, Powers, and Duties

902.01 The Election Committee shall have the following powers and duties for all general, special, and recall elections:

  1. To adopt election rules, subject to the consent of the ASWSUG Senate.
  2. To interpret the Election Codes whenever necessary. That interpretation shall be binding, subject to subsequent appeal to the ASWSUG Judicial Committee.
  3. To refer any issues regarding enforcement of the Election Codes to the Judicial Committee for consideration and possible action.
  4. To inform ASWSUG that an election is forthcoming and to advertise the event.
  5. To coordinate filing procedures for candidates and ballot issues.
  6. To validate candidate and ballot issue petitions.
  7. To act as an information resource in regard to ASWSUG Election Codes to all interested parties.
  8. To provide absentee ballots upon request to any ASWSUG member.
  9. To prepare and submit ballots to the Senate for approval.
  10. To inform candidates and sponsors of ballot issues of formal complaints regarding Election Code Violations filed against them within thirty-six (36) hours of the complaint being filed.
  11. To notify all candidates and ballot sponsors of election results within twenty-four (24) hours after the election complaint window closes. Post the election results for all of ASWSUG within twenty-four (24) hours after the candidates and ballot sponsors were notified.
  12. To provide candidates with elections-related information including rules, requirements, and instructions for running. The Committee shall also answer questions from candidates.

903.00 Polling Site

903.01 The ASWSUG website shall serve as the common polling site and shall be well publicized by the Election Committee.

903.02 The polling site shall be open as specified by the Election Committee.

903.03 No person shall be allowed to electioneer, circulate literature or handbills, or to solicit signatures for any petitions on any special, primary, or general election day.

903.04 The Election Committee shall ensure that no campaign materials representing any candidate of ballot item are associated with the polling section of the ASWSUG website or sent with ballots. Any campaign material placed in the polling section shall be considered an Election Code violation.

904.00 ASWSUG General Elections

904.01 The General Election shall be held annually, as determined by the ASWSUG Constitution and the Election Committee.

904.02 The purposes of the General Election shall be the following:

  1. To elect the members of the ASWSUG Senate.
  2. To elect the ASWSUG President.
  3. To elect the ASWSUG Vice President.
  4. To vote on any ballot issues proposed to the membership of ASWSUG.

905.00 General Election Calendar

905.01 The General Election Calendar shall be submitted by the Election Committee to the Senate in the fall of each academic year, no later than the first day of November.

905.02 The General Election Calendar shall include the following:

  1. The dates of the filing period.
  2. The date of the meeting for candidates.
  3. The date campaigning begins.
  4. The date candidate’s filing petitions are due.
  5. The dates of the General Election.
  6. The date by which all campaign material must be removed.
  7. The date candidates’ expense declarations are due.
  8. The date by which all complaints of violations are due.
  9. The date by which open campaigning must end.

906.00 Candidate Qualifications

906.01 All candidates shall meet the qualifications for the position they are seeking as provided in the ASWSUG Constitution.

907.00 Filing

907.01 Filing shall be defined as either of the following:

  1. Submitting an official Declaration of Candidacy
  2. Receiving an Election Packet

907.02 All candidates shall file for themselves

907.03 All candidates shall submit an official Declaration of Candidacy at the time they file. The Declaration of Candidacy shall include at least the following information:

  1. The candidate’s legal name
  2. The candidate’s address, phone number, and electronic mail address
  3. The number of credit hours currently being taken by the candidate
  4. The candidate’s cumulative grade point average
  5. The position that the candidate is seeking

907.04 All candidates shall receive an Election Packet at the time of filing, which shall contain the following items:

  1. The ASWSUG Constitution and Bylaws
  2. The Election Calendar
  3. Expense declaration forms

907.05 After receiving an election packet, all candidates may begin campaigning on the date set by the Election Committee for open campaigning. It is the responsibility of the candidates to obtain a complete election packet and to read and abide by the Election Codes.

908.00 The Candidates’ Meeting

908.01 The Candidates’ Meeting on the ASWSUG website shall be organized and conducted by the Election Committee on the date set on the Election Calendar and shall be open to the public.

908.02 Attendance at the Candidates’ Meeting shall be mandatory for all candidates or representatives of candidates, and for sponsors of all ballot issues or their representatives. Failure to attend shall be considered an Election Code violation.

908.03 The Election Committee shall answer any and all questions regarding the election and shall make sure all codes are completely understood by all candidates and parties present.

909.00 Campaigning

909.01 Campaigning shall be defined as the use of any written or verbal presentation in the name of any candidate or ballot issue.

909.02 There shall be no campaigning before or after the dates posted on the Election Calendar.

909.03 All candidates or sponsors of ballot issues shall ensure that they do not break any applicable laws.

909.04 Nontraditional campaign mediums must be cleared through the Election Committee.

909.05 Candidates and sponsors of ballot issues may advertise at their own expense.

909.06 Failure to adhere to any of these campaign policies shall be considered an Election Code violation.

910.00 Campaign Expenditure Limitations

910.01 The Campaign Expenditure Limitations shall be determined by the Election Committee and shall be posted during filing and announced at the Candidates’ Meeting.

910.02 Corporate or local business contributions may not be accepted in exchange for advertising on campaign materials.

910.03 Campaign expenditure reporting shall be governed by Article VI, Section 2 (b) of the ASWSUG Constitution, with the following qualifications:

  1. Campaign expenditure reports must be submitted even if there were no expenditures incurred over the course of the campaign.
  2. The report shall be made on an official Declaration of Campaign Expenditures form.
  3. The Election Committee shall assign a fair market value on all donated materials or services
  4. Failure to submit a Declaration of Campaign Expenditures form or late submission of the form shall be considered an Election Code violation.

911.00 Campaign Material

911.01 All campaign material must be removed from the ASWSUG website voting section by 9:00 p.m. PST the night before voting begins.

911.02 Only candidates or sponsors of ballot issues, their authorized representatives, or members of the Election Committee are allowed to remove any campaign materials.

911.03 No verbal or written campaigning shall be permitted in any academic arena at any time, without the express consent of an instructor or lead of the discussion board.

912.00 Write-In Candidates

912.01 Write-in candidates shall be bound by Chapters 902, 904, 905, 906, 908 (if the meeting has not already occurred), 909, 910, 971, and 913 of the Election Codes from the time their candidacy is communicated to a third party.

913.00 Election Code Violations

913.01 Hearing Procedure

  1. The Election Committee shall refer any complaint to the Judicial Committee.
  2. The Election Committee must receive a written complaint before any action can be referred to the Judicial Committee. Complaints will be accepted until 5:00 p.m. PST on the third school day following the date expense sheets are due. The Election Committee, however, may automatically refer any violation it discovers to the Judicial Committee.
  3. The Judicial Committee will act on each violation within five (5) school days at an open hearing.
  4. The Judicial Committee will hold a closed meeting after the hearing to determine the action to be taken. The Judicial Committee has a choice of the following courses of action if the defendant is found guilty of the violation:
    1. Publicize a verbal warning
    2. Demand that the defendant removes all campaign material, and/or disallow any further campaign material
    3. Restrict all campaigning for a limited period of time
    4. Restrict all campaigning entirely
    5. Remove the candidate’s name or the ballot issue from the ballot
    6. Invalidate the election or any part of the election results if a violation has had a substantial impact on the outcome of the election
    7. Invalidate an appropriate number of petition signatures
    8. If the Judicial Committee has determined that a candidate has exceeded the spending limit, then it shall fine that ticket or campaign $1.00 for every dollar overspent.
    9. If the Judicial Committee determines that a winning candidate has spent more than fifteen percent (15%) over the spending limit, the Judicial Committee shall either invalidate the candidate or a new election shall be held for the office involved without the invalidated candidate participating.
  5. The Judicial Committee has the right to use any combination of these degrees in their decision.
  6. Transcripts of the violation meeting shall be made with copies kept on file and available to any interested parties.

913.02 Candidates shall be notified within forty-eight (48) hours of the decision regarding each violation.

914.00 Initiatives

914.01 An initiative shall be handled as provided in the ASWSUG Constitution.

914.02 For an initiative to be placed on the ballot at a general or special election it shall be presented in keeping with the ASWSUG Constitution.

914.03 The Election Committee shall formulate an unbiased and non-argumentative title and a brief explanation of the purpose of the initiative without argument or prejudice. If the proponents are dissatisfied with the title or wording, they may appeal it to the Judicial Committee for amendment.

914.04 For an initiative to pass, it must receive a simple majority of the votes cast in the election.

914.05 For the purposes of these Codes, initiative campaigns shall be considered the same as Senate candidates and shall be bound by Chapters 902, 904, 905, 906, 907, 908, 909, 911, 912, 913, 914, 915, and 916.

915.00 Referendum

915.01 A referendum shall be handled as provided in the ASWSUG Constitution.

915.02 The Senate shall formulate a title and a brief explanation of the purpose of the referendum without argument or prejudice.

915.03 For a referendum to be approved, it must receive a simple majority of affirmative votes in the election.

916.00 Constitutional Amendment

916.01 A constitutional amendment shall be handled as provided in the ASWSUG Constitution.

916.02 The Election Committee shall formulate a title and a brief explanation of the purpose of the constitutional amendment without argument or prejudice. If the proponents are dissatisfied with the measure's title or wording, they may appeal it to the Judicial Committee.

917.00 Special Elections

917.01 Special elections shall be held as required by the ASWSUG Constitution for the following purposes:

  1. To fill vacancies in the ASWSUG Senate.
  2. To complete invalidated elections.
  3. To recall the ASWSUG President, ASWSUG Vice President or ASWSUG Senators.
  4. To bring any ballot measure before ASWSUG.

 

918.00 Special Elections to Fill Vacancies

918.01 Time Constraints:

  1. Should an election for a Senate position be invalidated, a special election shall be held within fifteen (15) days of the Judicial Committee's decision to invalidate.
  2. Should both the Presidential and Vice Presidential positions (or President-Elect and Vice President-Elect) become simultaneously vacant, or should three (3) or more vacancies occur on the ASWSUG Senate at any one time, the Senate shall direct that a special election be held within a reasonable time.
  3. Should the vacancies of 1-2 senators not be able to be filled without a special election, the seated Senate may vote, by two-thirds (2/3) majority, to hold a special election.

918.02 The special election calendar shall cover the same points covered in the general election calendar.

919.00 Special Elections for Ballot Measures

919.01 Time Constraints:

  1. Initiatives - Should an initiative be filed with the Election Committee more than forty (40) school days before an already scheduled general, primary, or special election, or after such has already occurred, the Senate shall call a special election, which shall take place within twenty (20) days of the filing.
  2. Referendums and Constitutional Amendments - Should a referendum or a constitutional amendment be put forth by the Senate more than forty (40) school days before an already scheduled general, primary, or special election, or after such has already occurred, the Senate shall call a special election, which shall take place within twenty (20) school days of the referendum's passage by the Senate.

919.02 Chapters 902, 903, 904, 905, 906, 907, 908, 909, 910, 911, 912, 913, 914, 915, or 916, 917, and 919 of the Election Codes shall govern all special elections for a ballot measure.

920.00 Recall Elections

920.01 The President, President-Elect, Vice President, Vice President-Elect, Senators, and Senators-Elect may be recalled from office for misfeasance, malfeasance, or nonfeasance.

920.02 For a recall question to be placed on the ballot at a general election, the following criteria shall be met:

  1. A copy of the grounds for recall, along with a list of names and addresses of the sponsoring ASWSUG members shall be filed with the Election Committee.
  2. Petitions signed by at least ten percent (10%) of ASWSUG membership shall be submitted for verification to the following officers:
    1. The President for Senatorial recall elections.
    2. The Senate Chair for Presidential recall elections.

 

920.03 Upon verification, the Senate shall set a date for a recall election within in ten (10) school days.

920.04 Should a special recall election become necessary, all parties involved shall be governed by chapters 902, 906, 907, and 908 of the Election Codes.

920.05 For a recall question to be approved, it must receive a simple majority affirmative vote by the ASWSUG S&A fee paying students.

 

Article X – Summer Operation of ASWUG

1000.00 Operation

1000.01 The ASWSUG runs in the summer as it does throughout the rest of the year.

1000.02 The new Senate year budget begins June 30th.

 

Article XI – ASWSUG Sponsored Committee Guidelines

1100.00 Becoming an ASWSUG Sponsored Committee

1100.01 Any group applying for ASWSUG committee status must enlist the support of two Senators or one Senator and the Chair of the board, who are willing to sponsor the proposal requesting ASWSUG committee status be granted. This proposal shall contain the following information:

  1. The group’s statement of purpose, goals, and implementation
  2. Proposed programming or services to be provided by the group.
  3. Student needs are not already met by any active ASWSUG committee
  4. Student interest in the proposed committee and how this interest is determined
  5. Proposed yearly operating budget and anticipated committee income
    1. If there is the ability to add the Committee to the budget, a resolution will need to be created and voted on by the Senate. If the funds are not available, the new committee will need to wait to be added to the following year’s Senate budget.

1100.02 Notice to the committee status hearing shall be made public in accordance with the Open Meetings Act, or successive statutes. The committee status hearing shall include the testimony of any group or individual who wishes to voice information regarding the granting of ASWSUG committee status of the group applying. This will occur during a regularly scheduled Senate meeting under new business.

1100.03 Upon completion of the report from the Senate, the committee status proposal shall go before the Senate for any further debate and action. The Senate will vote on the creation of the ASWSUG sponsored committee and requires a two-thirds (2/3) majority vote.

1101.00 Funding of Newly Recognized ASWSUG Committees

1101.01 Once recognized as an ASWSUG Committee, the new committee is eligible to apply for the funding of an operating budget.

1101.02 Counseling on funds shall be sought by the new committee from the ASWSUG Treasurer.

1101.03 All expenses must go through the Senate by way of a Bill or Resolution.

1102.00 ASWSUG Committee Affiliation

1102.01 All ASWSUG Committees shall be required to acknowledge affiliation with ASWSUG in any advertising or publication they produce.

1103.00 Other Operations

1103.01 Decisions can be made within the committee and provided in a monthly report to the Senate.

  1. The Senate may choose to overturn the committee’s decisions, with a two-thirds (2/3) majority vote should the decisions:
    1. Be redundant and overstep another committee or program
    2. Not represent ASWSUG Senate or ASWSUG as a whole

1103.02 At least one ASWSUG Senator will be present at each ASWSUG Sponsored Committee meeting.

  1. The Senators will rotate attendance.
  2. This will show Senate support and aid the committee should they need guidance.
  3. Senators can use attendance at the committee meeting to satisfy their required monthly participation hour.

1103.03 Meetings must be recorded and meeting minutes must be submitted to the ASWSUG President and Vice President.

 

Article XII – Senate Committees

1200.00 Ongoing Senate Committees

1200.01 The ongoing Senate Committees will be established and discontinued per the committee procedures in Article V.

1200.02 The Committee will follow the guidelines established in Article V.

1200.03 The ongoing Senate Committees are:

  1. Student Involvement Committee
  2. Student Resources Committee

1201.00 Student Involvement Committee Purpose and Responsibilities

1201.01 The Student Involvement Committee seeks to increase student involvement through the creation and promotion of the student-related events and activities. The committee aims to increase awareness of the ASWSUG and recruit future leaders.

1202.00 Student Resources Committee Purpose and Responsibilities

1202.01 This committee shall have responsibility for proposing and implementing programs, resources, and reimbursements derived from S&A fees to benefit students. It reviews and approves applications for various resources provided by ASWSUG, corresponds with students inquiring about status and availability of resources, and continuously works to provide innovative services for Global Campus students.

  1. The Student Resources Committee shall propose an allocation of S&A fees to the Senate for approval.
    1. Increases to programs may be requested prior to the new academic year budget proposal and are subject to Senate review.

1203.00 Members

1203.01 The Committee shall be comprised of ASWSUG members and student members.

1203.02 Student members must be WSU Global Campus S&A fee-paying students.

1203.03 The Committee Chair will be appointed by the ASWSUG President and confirmed with a two-thirds (2/3) majority vote by the ASWSUG Senate.

  1. The Chair shall serve from the date of their appointment to Pullman spring commencement.

1203.04 Additional membership criteria shall be defined by the chair of the committee.

1204.00 Meetings

1204.01 Committee meetings shall be held on a monthly basis and shall not compete with Senate meetings or other ASWSUG or ASWSUG sponsored committee meetings.

  1. Committee meeting schedules will be established at the beginning of the Senate year by the Committee Chair.
  2. The full schedule should be established and posted on the CougSync calendar and ASWSUG website within a week of the Chair’s appointment.

1204.02 All committee meetings shall be held in a manner that provides public access.

1204.03 Agendas shall be sent out to Senators no later than 48 hours prior to the meeting. And shall be posted on CougSync no later than 24 hours prior to the meeting.

1204.05 Meeting minutes must be sent to the ASWSUG President, Vice President, and Secretary no later than three (3) days following the meeting.

1204.06 Monthly meeting reports shall be provided to the ASWSUG Senate during the Senate Meetings.

 

Article XIII – Goal Setting Sessions

1300.00 Initial Senate Planning Meeting

1300.01 The President and Vice President will lead the Senate Planning meeting for the year, to determine goals and dates, at the leadership training meeting at the beginning of the Senate year. This should be completed no later than the end of the summer semester.

1301.00 Committee Planning Meetings

1301.01 Each Committee will hold a planning meeting, at the first and/or second meeting of the Senate year, to determine goals, ideas, and dates for the year.
